The Armed Forces Retirement Home (AFRH) is planning for the redevelopment of portions of its campus in Washington, D.C. (AFRH-W). AFRH-W is one of the oldest veterans' retirement homes in America and was established in 1851 as a result of the petitioning and financial support of General Winfield Scott. It continues to serve that function today with more than 1,000 retired military enlisted personnel in residence.

For the past 155 years, the AFRH has financed its operations through interest from a trust fund. To supplement the trust fund and ensure the financial stability of AFRH for future generations of retired military personnel, Congress provided AFRH with the authority to sell or lease real estate in the Fiscal Year 2002 National Defense Authorization Act. AFRH intends to take advantage of that authority and leverage the value of its real estate by offering portions of AFRH-W for development.

AFRH-W is a 272-acre campus, located west of North Capitol Street, NW and north of Irving Street, NW. The campus, which in its entirety is eligible for listing on the National Register of Historic Properties, encompasses a National Monument, a National Historic Landmark District, and a District of Columbia Historic District. The property includes residential, long-term care and assisted living facilities, chapels; a golf course; and various other administrative and support facilities. Some of the buildings and the land are no longer needed for AFRH operations and are available for development.

AFRH is initiating a competitive process to select entities to carry out the development. There will be a two-phase process including:

• Phase I: Request for Qualifications (RFQ) to solicit qualifications and proposals which will enable AFRH to identify the most highly qualified development entities; and
  
  
• Phase II: Request for Proposals (RFP) to review detailed proposals from each of the most highly qualified development entities and select the entity(ies) that best meet(s) AFRH's criteria.

Facilitating the Project
AFRH is taking the steps listed below to facilitate the development process:

• AFRH is responsible for complying with the National Environmental Protection Act (NEPA) and has initiated that process on a schedule to allow redevelopment to commence in 2007;
  
  
• AFRH has initiated the Section 106 process, set forth by the National Historic Preservation Act (NHPA), and has coordinated that process with its compliance with NEPA. AFRH will enter into a Programmatic Agreement in compliance with Section 106 of NHPA with the D.C. State Historic Preservation Officer and the Advisory Council on Historic Preservation;
  
  
• AFRH has completed a Phase 1A Archaeological Study and a Phase 1 Environmental Site Assessment of its campus. A Phase II study is currently underway and is scheduled for completion in April 2007.
  
  
• AFRH is also responsible for complying with the National Capital Planning Commission (NCPC) requirements and is preparing a master plan with development guidelines to submit to NCPC.
  
  
• AFRH has set up a Resource Room where developers can gain access to pertinent documents about individual buildings and the site.
